Project Description

The Joint Base Pearl Harbor-Hickam (JBPHH) was originally established in 1899 as Pearl Harbor with the addition of Hickam Field in 1938. In 2010 the two bases were combined forming the Joint Base Pearl Harbor Hickam. JBPHH provides berthing and shoreside support facilities for the Navy in addition to U.S. Pacific Command (USPACOM) and Commander, Pacific Air Force (PACAF).

Pearl Harbor and Hickam Air Field are of great historical significance due to the attack on December 7, 1941. Many of the structures on this base were involved in the attack and hold significant cultural and historic significance.

Building 398 is the Navy Western Oceanography Center, located on the Makalapa Annex, which is separated into two sections, the Joint Intelligence Operations Center (JIOC) and the Joint Typhoon Warning Center (JTWC).

This was a replacement project to replace the following equipment two Air Cooled Chillers, two chilled water pumps, an expansion tank, an airwater separator, a chemical pot feeder, chilled water piping and accessories, chilled water pipe insulation, three Variable Air Volume (VAV) Air Handling Units (AHUs), VAV terminal units, one standalone packaged air conditioning unit, and one split system, direct expansion (DX) air-conditioning unit.

The project shall also provide a new Direct Digital Control System connected to the Cyber Security Platform Enclave (CSPE), new sensors for all digital points required, new power and communication fiber cabling for new DDC system, new digital VAV Boxes with thermostats, new AHUs Variable Frequency Drive (VFD), and new chilled water pump VFDs.

Ensure outside air is following UFC 3-410-01 Heating, Ventilating, Air Conditioning Systems, new power for VAV boxes, and new disconnects and power connections for new mechanical equipment.

Engineers from Pragmatic Professional Engineers sized; selected new equipment for replacement and provided a Sequence Of Operations (SOO); DDC Point list to be monitored for all replaced systems. Plans and drawings were coordinated with the architect and other engineering trades to facilitate the new equipment and construction phasing.
